Is it possible to ping a phone without informing the service provider. This is just to find out if the phone number is active.

No. Pinging is purely a computer network function. The only why to find out if a phone number is active is to dial it.

I have dozens of numbers that I need to validate, I can really sit and start dialing all of them.

There are programs that will auto dial a list of numbers. All you have to do is to interpret the result codes.
