Phone number/address sql database

I am setting up a website. I am wondering is their a SQL database I can LEGALLY connect to, to do queries such as look up someones name and have a phone number returned? Or look up a postal code and have the street name and city returned?

To my knowledge they are all FFS (fee for service) servers. I've not ever come across a free phone/name/address listing server that was really free. You may just want to check with your local phone company to see if they provide this kind of service on a limited basis for free in your area as I am sure that from one zone to the next things will differ drastically. Also, some of the smaller phone service or communication companies may be willing to provide you access to this kind of data base in return for advertisement on your web site (if that is relative to the project you are working on).
