How can I get on-screen buttons that type in a predefined string of characters (an IP adress), when clicked??

For example, I'd like to be able to use VNC in a classroom. It is annoying to have to type in the IP every time, so, I'd like to be able to click the students name and it automatically enter the IP in the field that I have my cursor in, similar to a "custom" on-screen keyboard..

The function you're looking for is SendInput().

You might also want to check your VNC client's documentation; you may be able to make shortcuts that automatically launch the client and log you into that VNC server.
