Novice question

I'm not a programmer (but I have done a few DOS batch files and BASIC for-next loops!)- anyway I want to create a programme which consists of a year planner which if I hold the mouse pointer over a cetain day will display a small (or large) window giving the diary information for that day. What programming language would be best to acheive this kind of project.

any visual programming
visual basic would be easier
either vb.net or vb6

VB.Net is a great way to start, especially since you can download Microsoft's very own VB.Net 2005 Express Edition. While not a professional level piece of equipment, it will _more_ than suit your needs.
