newbie - need cmd compiler for c

I need to compile a C program (I think? - it has .c and .h files). Is there a simple compiler that I can run from command prompt in Windows 2k where I can enter the "make" command like in Linux ?
(I've only ever compiled a pgm in Linux)

Also could you write me simple explanation of how to perform the compile

You can download Dev C from Bloodshed.net
It does come with an IDE, but you can also use gcc and make since you're used to them.

Stay away from the beta though.
