Now...what type of games consol(sic) are you needing an opersating(sic) system for? You talking about a MAME machine? If so, use Linux, it's free and there are many MAME loader front-ends out there to download.
If you are talking about something that will possibly compete with Sony, Nintendo, or XBox...
