Machine Debug Manager

I recently installed Visual Studio 6.0 on Windows 98se.

How can I disable Machine Debug Manager from starting up all of the time in the background? I suspect that it is causing problems with some of my applications and causing Windows to hang.

I removed it from msconfig, but it comes back whenever I open Internet Explorer 6.

I would completely uninstall Visual Studio, but I need it for school.

What can I do?
