well, depending on the OS of the host site you can use ASP code with Access backend or PERL or Java with XML back end. There are tons of free Guestbook code out there in most of the languages.
Do a google search for "Guestbook Code" once you find out what OS the server is using.
PS. If the server is using Windows, I have a nice ASP guestbook you can have.

I wouldn't touch PERL unless you want a resource hog. If you do, at least use mod_perl to increase performance. Why not just use a php guestbook? Must easier.
