installing CGI-(Perl or C)

I want to know that is it necessary to install linux(Dual boot with some other OS) for running CGI.Could i install CGI on mycurrent win98se.

Sure, all you need to do is go to www.activeperl.com to get perl, and go to www.apache.org to get the web server.
