If you check out Borland or Inprise's web site, then you should find a link to join Borland's community. From there, you can download a legal version of Turbo C for dos, or you could at one point. Not sure what you want with the GUI requirement. You would either need to know graphics mode programming already, a third party library, or perhaps Turbo Vision for text based "graphics."
I know BC 4.51 has a dos compiler, but I doubt it's been released to the public domain.

I think what asiatico meant was that he wanted a version with a graphic IDE. I don't know if Borland has a free one.
Unless I'm mistaken, Seems like I remember reading that Dev C++ is free and includes a graphical IDE.
Just do a search for "Dev C++ bloodshed" and you'll find it.
