I am going to start web desiging and development, I would be pleased if u put light on following questions: 1- what are the most important and good programs for web desining, hosting, and develpment. 2- Is HTML is necessery to learn if yes then which one to prefer between HTML and Ms. Front page.

Your answer to question one is the as the question How long is a piece of string. It depends on what you want to do. Front Page is a good place to start but does have its limitations. As for hosting there are so many options that without knowing what you are trying to achieve then it is just guess work.
In answer to the second question, you can design a simple web site using front page without knowing anything about HTML. Front Page generates its own HTML but if you want to do anything beyond dead simple, then some knowledge of HTML will be necessary.
