A dat file could be anything...If you don't know what software created it then your best bet is to open it in a hex editor and see if there's any information that would indicate what kind of file it is.
Then you're pretty much out of luck...dat is a completely generic extension that tons of programs use. It could be a VCD data file, graphical analysis data file, Microsoft Word temp file, whatever.
If you can give more information on where this mysterious file came from and why you're so anxious to read it, despite not knowing what it is, maybe we can narrow it down for you.
