I know how to hide a rar file in a jpeg file.......... but how to bind a batch and jpeg file...

Hiding a zip/rar/7z file in another file works because of how those compression specifications allow for junk data before the archive. The fact that the junk data just so happens to be a picture is irrelevant. Batch files do not allow for such junk data, so you cannot combine them in that fashion, and while it is possible to wrap a script around the image, most picture viewers refuse to render the image.

Not hidden. Nor is the bat usable. But that's not what was asked.
