is C/C++ the right tool for writing a format command?

Why not use a windows batch file to call the dos format command?

about 15 years ago I asked the same question as you and spent a lot of time writing a C program to format floppy discs, the truth of the matter is that everything I wanted to do could be handled by a simple .bat or .cmd file using quick basic.

Don't try to reinvent the wheel. You have to understand the underlying file system to format it; if you knew that then I doubt you'd have to ask this question.

Because of the potential misuse of a programmatic format I'm not going to tell you anything more. I can't imagine any innocent reason to rewrite the format command.

Since there's no mention of DOS version I take this as non-serious.

And you could do it more simply with QB or debug.
