I have a DSL home network and one of the computers is downloading from kazaa and other P2P 24/7.
I'm looking for a software that will detect web surfing in any other computer in the network and will automaticly close the kazaa. Afterwards the it will return to normal.

Any suggestions?

You shouldn't need to close kazaa all the time. I know what's wrong, though. Windows Internet connection sharing (ICS) doesn't "share" the connection properly. It's more like first-come first-serve, favoring requests originating from the computer sharing the connection.

When I tried sharing a DSL connction through XP on my brother's computer, whenever he'd be downloading too much, I'd get worse than dial-up speeds. So as I test, I tried routing through my computer, running Linux. As expected, neither was able to slow down the other by downloading too much. The bandwidth was actually shared evenly.

My boss, who's really good with Windows stuff, told me to get NT-based versions of Windows (like XP) to actually share evenly, don't use ICS. An alternative is this registry hack that enables packet forwarding. Manually configure the LAN NIC for a 192.168.*.* address, 192.168.1.1, for example. Then configure the other computers manaually to use 192.168.1.1 as the gateway, 255.255.255.0 for a netmask, with unique 192.168.1.* IPs. You'll also need to get the DNS servers' IPs from the router and manually enter them on the clients. I've never tried this kind of setup, but it should work, and according to my boss it's much better than ICS.
