And what is this supposed to do, download a virus or a Trojan.
Distributing a VB Programme that includes the Shell Execute command is not a very clever thing to do, especially when it is executing a file that has just been downloaded.
BTW, it will never work anyway. You forgot to include an essential file to make it work.
