You need to export it as an exectuable Flash file, not as a data file which Flash can use (if you see the difference).
Its either *.fla or *.swf - and I can't remember which way around they are. Anyway - whichever you load into Flash, export as the other and incorporate THAT into your web-page. (The file size should also be MUCH MUCH MUCH smaller)
When you incorporate them into a page they execute themselves if the Flash player is installed.
Also - it might not be called "exporting" - it might be "compiling" or some other "file-menu" style word.

You have flash right (like flash 5 to create flash files). You want to go to the file menu and publish preview in HTML. Then view the source of the file preview in IE or other browser and then copy over that HTML to your page.

P.S.
THE OBJECT START AND CLOSE TAGS ARE THE ONLY HTML NEEDED TO COPY OVER, AND OF COURSE EVERYTHING IN BETWEEN.

steps:-
1.first you save the movie with ".fla" in certain path(ex:-"c:\movie1.fla")
2.then in the FILE menu choose publish
(i.e..FILE->PUBLISH)
3.NOW YOU SEE THERE FILES A.NAMELY "C:\MOVIE1.FLA"
B.NAMELY "C:\MOVIE1.SWF"
C.NAMELY "C:\MOVIE2.HTML"
WHEN YOU OPEN "c:\MOVIE2.HTML"
4.YOU CAN SEE AN WEBPAGE RUNNING WITH YOUR MOVIE.
5.NOTE THAT
A.WHENEVER IF YOU ARE USING THE WEBPAGE
B.YOU SHOULD STORE THAT "SWF" FILE IN THE SAME PATH.
6. IF YOU WANT YOUR MOVIE RUNNING IN ANOTHER THEN TAKE YOUR .SWF FILE THE PATH OF THAT WEBPAGE
7.THEN TAKE THE SOURCE OF THAT HTML FILE
8.YOU CAN SEE MANY TAGS.
9.NOW YOU CUT THE [OBJECT].....[/OBJECT] TAG
10.THEN PLACE IT IN YOUR WEBPAGE AT ANY PLACE
