Like a flash splash page that someone could click to enter your site after they watch it? A href like linking an image.

Or like a flash movie that plays and then opens a webpage? Just have the last frame in the movie open the new page with getURL from the basic action panel. [using flash5] Right click the last frame/ choose action/ double click Get URL / add Your link.. Target _blank for a new window to open or _parent if you want the current window to load the page.

A flash menu? Link each button individually.

you can also add an AHREF tag to the flash file, clicking anywhere on it will take you to the link...or try using anim-fx.com, it's a freeware flash program...
