Hello everybody!
Would you be so kind to help me with the advice? Particularly, I'd like to know the following:

1. What is the best programming language for dictionary development?
2. What language was used for the Lingvo dictionary development?

Many thanks.

1) Don't know. Question too general.

2) Their site http://www.lingvo.com/ shows a POST to a .asp script. So the middle part is VB, C#, ????

Ask them.
