Creating syntax for new command

Specs: Windows 7
Hi all,
Here is my issue:
1. I need to make a DYNAMIC command that runs directly from the command line.
2. It needs to run like a command and not a batch file (where you enter the command and it does something and not run with steps)
3. I need to make it place a REM statement before a specified line of text (the user specifies when inputting the command)

Please help me, it will be greatly appreciated,

1. Pick up any programming language that can compile, and interact with Console windows.
2. Write your program.
3. Compile.
