Copying several files and renaming

Specs: Windows 7
Hi,

I'm trying to create a batch file that will copy all of my files from a master template folder to thousands of other folders that are listed in a text file.

e.g. Master Folder
C:\master\birmingham_test.html
C:\master\birmingham_test2.html
C:\master\birmingham_test3.html

like this
C:\Birmingham\birmingham_test.html
C:\Washington\birmingham_test2.html
C:\NewYork\birmingham_test3.html

Also, I need the file renaming to represent what folder they are in. For example, Washington folder has a file called "birmingham_test2.html". I need that to be renamed to "washington_test2.html"

Are all the source files birmingham*.*?

Yes all the files will be something like birmingham_, and i want to copy them all to every other folder and change the beginning of the file name's to represent what folder they are in.
