is there a way that u can make a batch file move another batch file into a different folder?

A batch file is just a file; there's nothing preventing you from doing anything you want to it, including a move.

i mean move it by using another batch file. ou see, someone keeps moving this one file and i want to just run a batch to move it instead of wasting 30 seconds of my life doing something that a batch can (hopefully) do

If you know where there're moving it, then yes.

If they keep moving it around, you could search for it, but you would need to know where to start looking.

of course i know where they move it. It always ends up in my documents

Then just do a move.
move "%userprofile%\My Documents\some.bat" "c:\wherever"

i used the following line but it said the syntax or folder name was wrong.

move "%userprofile%\C:\Documents and Settings\hatlad\My Documents\Misc\Applications\Batch files\hello.bat" "C:\Documents and Settings\All Users\Start Menu\Programs\Startup"

did i do something wrong??
