copy file only if it doesn't exist

Specs: Windows XP
WinXP systems

I want to set up a login script for users to
run a batch that will keep them up to date
with the most current version of a file.

How do I have the batch check to see if
the file already exists on their computer?

-check if 'file2' exists on local computer in
c:\folder

-if it does, end
