what do you mean he is using Borland C version 3.0?

If by that you mean he is using a Borland Editor to code, then he should be able to make a file by running it through the compiler and linker that comes with the editor. (this might require creating a mak file that contains the appropriate switches)

otherwise, if he is coding in andi c (which i think v3 was), he should be able to use any c compiler that is able to compile ansi c and pass it though any linker that contains the target platform libraries.

hope this helps
