Clearing or creating file

Hi, I hope I have put this is the right forum. I'm just looking for a bit of help with finding what should be a simple solution.. I'm trying to create a batch file that allows me to either clear the contents of an existing excel file, or alternatively that allows me to delete the excel file and then create a new one with the same name. Can someone please help me out with this? Many thanks, Mandy
