change or modify dns with vbscript

Specs: Windows 7
I am working for a company with 3000 users and computers with static IP configuration in Windows server 2003 r2 platform.
I need to deploy a new dc with dns(windows server 2008) into this total infrastructure.
To implement this, I am planning to put a vbscript to my existing dc's dns to update and replace the primary dns with the new dns ip.I need a vbscript to implement it through gpo.

can someone please help me to resolve it with posting vbscript related to it.

Now it is working.
but to its not changing when the user don't have administrative privilege.
Please help, what are the codes that i need to input before executing the .vbs fie...

You cannot run such scripts from the user's logon, because logon scripts run with the authority of the user being logged in. The hardware's configuration is also irrelevant to the user.

You need to run the script as a system startup script.
