CD-RW driver programming problem

I am using C to program a CD-R/RW device driver to run on a custom OS. When I issue the Format Unit command 0x04 (SCSI MMC-3 5.4) to format a blank CD-RW disk I get sense code "Illegal Request: Command Sequence Error". I have been through the various specs (SPC-3, SBC-3, MMC-3), but am at a loss as to what I should do before issuing the Format Unit command. Any ideas? Is the error message actually telling me I need to do something before the Format Unit command, or is it trying to tell me something else. Do any of you know of forums geared to device driver programming?
