Can't run Batch files

CPU/Ram: 1.8 ghz.
Product: Hp Compaq Presario V6000

I was wondering why i can't run this batch file on my computer but other computers on my network can, or I manully enter it into Command prompt.

net use q: \\10.0.18.254\C$ "S701" /user:S700 /persistent:NO
cmd

Can you ping that IP? Are you on the same subnet as that IP?

Are there any error messages when ran from the Command Prompt?
