Can't find swap file!

Running a Dell 12500 while trying to reinstall xp (had to get a new hard drive), cd installation (i386\winnt.exe) states "internal setup error, system can't find swap file, setup cannot continue, press enter to exit".
Q: Am I missing something?

If I remember correctly winnt.exe requires a valid fat/fat32 partition to use as a swap file.

If booting the cd directly is an option then you can install without a swap file.
