can i open a program with a .bat

Specs: Windows XP
Hello I need help i am trying to make a batch file that will open a message at a entered time.

this is what i am using

@echo off
color a
echo Enter time
set /p time=
echo enter message
set /p message=
at %time% /interactive %systemroot%\explorer.exe "C:\Reminder\Reminder-compent.vbs"
set x %message%
echo x =msgbox("%x%",6+16, "Reminder") > Reminder-compent.vbs

but every time it ask would you like to run.
please help me
I need to know is their and easy way to open the .vbs ? or anything else ?

Yeah i know that but i do not like the message sent day time and stuff but that what i am using now but i dont like it and it will only work a xp
