Windows 7 has no problem with that obsolete C++ compiler.
The 64-bit versions of Windows do not have the ability to run 16-bit applications, such as Borland C++.
Your options are thus:
1) Get a 32-bit version of Windows.
2) Run a 32-bit OS or 16-bit OS in a virtual machine. DOS-Box might work; haven't bothered investigating.
3) Get a C++ compiler that isn't woefully obsolete.
