If I have all but 3 digits of someones IP can I block them from my myspace home page I know there is a code that you can put in for web pages but is their anyway to reformat the code for myspace.

You can't. The code you show is from Apache Web Server and to make us of it you would need access to Appache's configuaration files, particulary htaccess, something that I very much doubt MySace will allow.
