Batch files with sending messages

Specs: Windows XP
Hey guys, can anyone tell me this. Can you create a batch file that is interactive in a chat? For example when you send the message "hi" the batch file responds and types "hello" on the chat?

I can explain each line of the code if needed. It's fairly straight
forward.

Sorry thats not what i mean. I want it to respond if someone says "HI" ON THE CHAT

SUMMARY: CAn u create a batch file that will talk on a chat and receive messages from the chat.

EXAMPLE:

GUEST: HI
BATCH SCRIPT: HELLO
GUEST: DO YOU HAVE A WEBSITE?
BOT SCRIPT: NO we dont
