batch file to restart tomcat server

Specs: Windows XP
This is going to be my first batch file. I am trying to write a batch file to restart a tomcat web server. I have been able to successfully do it by using net stop and net start the service. But I want the ability to place some file on the server and get the batch file to request that file. if the server responds then do nothing if it does not respond then restart the service. could not find anything on the web with a command on how to poll the server for the above request. Any help will be appreciated.

Linux does not use BATCH scripts it uses BASH scripts. As for doing this I suggest you post this in the Linux forum or in the programming forum.

Sorry missed the details. It is on windows machine. As it says Windows XP in the details
