Batch file to edit column type in a CSV

Specs: Windows 7
I have a folder full of csv files. Two of the columns are "general" but I need to convert them to Number in order for Arcmap to recognize them as X,Y coordinate fields. I need help coming up with a batch file that will change them.

Both of these columns are formatted as "general" type. I need to change their format to "number".

I don't think you can do that by doctoring the csv file. Doesn't your spreadsheet handle import-data type-conversion? (mine seems to). If you want to skip the import-dialogue then I think you need vbscript or vba.
