Batch File Perimeters

Specs: Windows XP Pro SP3, AMD Semptron - 1.5gb RAM
Hi!
I'm wondering if you could make a batch file
that accepts perimeters, like:
MyFile.bat /MyPer
If it's not possible in batch, I'll also accept
C/C++.

If you give up, might as well give up everything in life.

So how would you go about doing more than 1 command?
Using 1% or going up like 2%, 3%?
