Is it possible to create a .bat file that looks in a comma deliminated file for certain fields that for example: looks at one field if it is = 1 then in another field is (less than 10) if so then changes another field to a number (000001) then saves this comma deliminated file as another name.

Yes, it is possible under Win NT/2K/XP, but to see if it is reasonably worth to be undertaken more and exact info about the wished goal is needed.
