asp : unable to contact localhost

hye, im using win2k - im trying to open my microsoft interdev , as my web server i write localhost or 127.0.0.1 and it says unable to contact web server - im sure my pws is working perfect coz i chk it on explrer - when i type 127.0.01 in address bar pws is working - what do i do wrong?
