I am new to shell script ,i need to a build an script to add the IP address and host name from the inputs with .cfg file.

Your going to need a for /F loop to pull variables out of your config file.
Try for /? at the command line for examples or check some of the forums for for loop help.
For /?
You can use netsh to add an ip address at the command line via a batch script.
netsh interface ip add address "local area connection"
See netsh shell help for more info.

This should point you in the right direction.
