Is it posible to get windows ce for a desktop PC i386 / x86 for testing perposes and not emulation in NT ??? if so is it avalible free like the windows CE emulator ??

I'm afraid not. Your options for the 386 OS is limited to Linux, DOS, Win 3, and so on. But not CE.
