I resolved this problem as follows:
From Windows' CONTROL PANEL - ADD/REMOVE PROGRAMS, I clicked ADD/REMOVE for the Palm Desktop. When prompted, I selected to REPAIR the installation. After this it worked fine. I didn't have to re-install Chapura Pocket Mirror.

Background: Palm III (os ver 3.5.3), Palm Desktop 4.01, Chapura Pocket Mirror Professional (latest version).

Plausible explanation: The error originally appeared after installing PocketMirror, so I think it may have overwritten the userdata.dll file (mentioned in the error message) with an invalid one. Repairing the installation fixed this problem.
