Remove desktop icons permanently

Hello, I need to remove all the desktop icons from windows ce 5.0 permanently. Icons deleted from the desktop re-appear (not sure how) when the device is cold-booted. Is there a registry entry I can add that will remove all the desktop icons permanently? For reference, I'm trying to reduce the number of applications a user might try to open while the device is starting up. My application is in the startup folder but there is a delay of around 3 seconds where a user might be able to prevent my application loading correctly. Thank you in advance Victoria
