problem with my new pocket pc

Maybe someone can help me. I just got Symbol PPT 2700 pocket pc. It is powered by windows ce 2.11 .I was trying to instal some software into it and strange thing happened now when i power it on I can see symbol logo but than the screen is blank but when i tough it it still make noises.My thinking is that when i was downloading that software the battery was realy low and that some error occured. Now my pocket pc is like it woudn't have any os at all. How can i install windows ce so it will be operative again. Please someone help!!!
