PIM cannot be accessed on sync

After the installation of financial software on Windows XP - the IPAQ 3800 stopped synchronizing. At first the Activesync install would not even complete and give you the option to specify what you'd like synchronized. Finally I was able to get to that stage by using version 3.5 instead of 3.6. Now it gives me the error message: Synchronization cannot be compelted because your personal information manager (PIM) program cannot be accessed. Ensure your PIM is running and try to synchronize again.

Outlook seems to be setup properly (all of the previous data is in the appropriate places). There are only a few potential problems that i can figure... ACT! is installed and a previous technician setup her email through Outlook Express.

I can't seem to find this error message anywhere... is anybody familiar????
