My question is this are there any services that can push e-mail from my regular account at my work office to my handheld when I am outside the building. I've read about things such as Bluetooth and Palm.Net stuff but I not sure if it is available in Canada.

Try Hobo Mail. It should allow you to receive email from a pop account on your pda.

I feel the best thing depends on whether you need the email to actually reside on your PDA. Windows CE (PocketPC 2002) allows you to sync your email, but I actually use Windows 2000 Server Terminal Services Client to read email, or if your mail sever has a web-mail type of product you can use your browser to look at email without the time involved to get your email downloaded into your PDA. Have may suggestions because we support Pocket PC for our ISP.
