Is there any way to send SMS between two PDAs using bluetooth? I do not want to use a mobile phone, I just want to send SMS between the PDAs within the range.

Yes. You need to set up a partnership between the PDA's using your Bluetooth manager software (included with the card or PDA if built in) and then you can use any one of several apps for SMS including the built in MSN messenger (new version as of the 15th of this month)
