IPAQ 3850 will not connect to outlook

I have bought a IPAQ 3850 and I have no software other then the upload of the Sync Center for my computer. Most of the program will not connect to the PDA. Outlook connects partially but it won't receive email. Also how do I get it to use wifi or is that even a option?
