I can help you with changing to any number versions of Linux on the iPAQ and several other PDA's but not the Toshi. There is currently no versions available for the Toshi. I would recomend buying an inexpensive iPaq 3600 or 3700. You can pick one up off ebay from $100-$250 at the most. I would also recomend a serial cradle. After you get those things go to Handhelds.org and get some info together and then drop me a line if you need some help. You can even run full blown Debian with Xwindows, KDE and all your favorite apps if you get a big CF or PCMCIA card and sleeve.
