How can we start an application every time the user switches on the system or performs a soft reset?

When the PDA (Windows CE) is switched on, it returns from hibernation state. It simply continues operation at the point where it left off when it was “switched off”.
When the user performs a soft reset of the PDA, Windows CE will boot from the image of the operating system that is stored in RAM.

An application needs to be run each time the PDA returns from hibernation and each time the PDA boots after a soft reset.

How can this application be registered so it is started as the first application?
It must be impossible to switch from this application to other applications, even with the hardware buttons.
The application must replace the functionality of the Password (PIN) entering applet.
