Connecting Palm m500 to internet

Please curb my pain: I am trying to connect my Palm m500 to the internet via Nokia 8390 Ir port. I have the info of my a third party ISP which I intend to use for internet access.
So far I followed all the possible information and configuration steps available on the net.
THis is the status:
- my palm transfersthe ISP phone number to be dialed and then my Nokia simply refuses to dial the number by emitting busy signals.
What is it that I am missing in this equation of variables. I had my Palm dial a random number to my Nokia and no problem but when my Palm dials my ISP number it acts funny (beep ... beep ... beep busy). I tried my Palm with the same settings with four other phones of which one was TDMA without success.
